SUBMISSION OF SCHEDULESAll club schedules must be submitted to the Great Plains Rugby Referees Society (GPRRS) on or before the following deadlines: Spring Season: February 1 Fall Season: August 1 If your schedule is not submitted by the required deadline, your club will have no guarantee for referees except for the matches listed on the Master Schedule. In general, the Referees Society does not provide referees for B-side matches, and clubs should use these games as opportunities for their A-side players to develop refereeing skills. In situations where a referee is needed for a B-side match, explicitly notify the GPRRS. REFEREES FEES
Clubs will have a check made out to the Referee Society prior to each game. The check will be for $75.00. Failure to provide the referee with payment will result in the referee going home. The home club will still be responsible for all travel costs incurred for that referee. All games involving the non-paying club will not have a referee until all fees are paid. CONFIRMATION OF YOUR REFEREE
You must call (not e-mail) the referee to confirm his or her attendance by Thursday at 9 p.m. If you do not call to confirm, the referee is under no obligation to attend, and likely will be re-assigned. Make sure that your directions to the pitch are updated on the Union web site. If you are using an alternate location, inform the referee and provide him or her with directions to that location. Teams should also invite referees to any post-match social events. CIPP FORMS
Each club is responsible for printing out a CIPP report for his/her club no longer than three days prior to kick-off. Make two copies, one for the referee and one for the opposing team. Representatives from each club are responsible for checking each other's eligibility. If there appear to be problems, try to resolve it with the other team. If that is not possible, let the referee know. Players or clubs who seem not to be in compliance will be reported to the Union Disciplinary Committee. TOURNAMENTS
Tournaments are defined as events involving three or more teams. In those cases, the teams is billed the cost for supplying referees. As referees are reimbursed based on mileage, clubs should develop their tournament budget based on the number of referees needed, and distance the referees will have to travel. To do so, they should consult with the GPRRS Chair. SAFETY STANDARDS
Making rugby matches as safe as possible is in everyone's interest. Clubs need to help referees minimize all possible hazards. Referees are instructed not to referee matches unless all of the following conditions are met: 1. Field must be properly marked. Refer to a current law book. 2. Goal posts must be padded with acceptable goal post pads. 3. Retraining ropes must be present on at least one side of the pitch. If crowds tend to gather on both sides of the pitch, then both sides should be roped off. 4. Each team must provide one competent touch judge for each match. If possible, these touch judges should be certified touch judges. 5. All players must be enrolled in CIPP and clubs must be able to present evidence thereof. 6. All players must have sufficient medical insurance. In addition, clubs should ensure that natural hazards are avoided, such as chuckholes, and trees or other potentially dangerous objects near the sideline. If in doubt, consult the referee beforehand. Clubs should also be prepared to contact medical emergency staff, for example by having a cellular phone and the relevant phone numbers available. If possible, it is highly desirable to have a trained emergency medical technician present at all matches. IF YOU HAVE ANY QUESTIONS, PLEASE CONTACT THE GREAT PLAINS REFEREES SOCIETY.
